Returns for the month ended the 15th Ultimo, the returns furnished by the Licensees for the five weeks ended the 13th ultimo, showing the number of servants of Foreigners, who were recognized and refused admission into the licensed Houses during that period will be seen that less than 141 were turned away. Including 50 in one week, greatly frequented during the festival of the Chinese New Year.

It is true that I have no means of checking these returns, except by the secret reports of the Police Inspectors, who are appointed to visit the licensed Houses and are paid by Government for such reports. Through them I am enabled to judge partially whether the Licensees really do strive to act up to the spirit of the Regulations in that very important particular, and I am bound to say that those reports represent the Houses as kept in the most orderly manner, and Regulations as being carried out with greater strictness than I could have reasonably expected. I enclose copies of the reports made during January by the Inspector for that month.

On the whole, there is no room to doubt the successful working of the experiment in the following very important points.
